Climate Zone 7A

What the Code Asks For Here.

Red Deer sits in Climate Zone 7A, at 5 550 heating degree days below 18 °C, with January design temperatures of −32 °C at the 2.5% level and −35 °C at 1% (NECB 2020, Table C-1). Those figures set every number below. Alberta adopted both the 2023 Alberta edition of the building code and NECB 2020 at Tier 1 only, and under AR 5/2024 a municipality cannot require more.

Effective RSI 10.43 (R-59.2) without an HRV, RSI 8.67 (R-49.2) with one — Tables 9.36.2.6.-A and -B.
Above-ground walls

Commercial & industrial (NECB)
Walls at maximum U 0.215 (about R-26.4 effective), roofs 0.121 (about R-46.9), floors 0.138 — far above the Part 9 house next door.
Vapour barrier
60 ng/(Pa·s·m²) dry cup at Article 9.25.4.2. Closed-cell foam meets it at 50 mm; open-cell never does.

Two related questions come up on nearly every job: what Alberta actually requires of an air barrier (the 0.02 figure quoted across the industry is not in Alberta’s 9.25.3.2), and how thick closed-cell foam has to be to be the vapour barrier. For work booked in the cold months, published substrate temperature limits sit below Alberta’s design cold, which is why enclosure and heat are engineering rather than an extra.
