What insulation money is actually available in Red Deer right now.

Almost none, for a residential customer. The federal grant is closed, the federal loan is closed, the programme that replaced them does not operate in Alberta, the province has had no rebate since 2020, and Red Deer is not a CEIP municipality. That is a shorter page than a competitor's list of dead links — and it is the accurate one. Every programme below carries a status label and the date its status was checked.

The reason to publish this rather than a list of links: an insulation quote built around a rebate that closed eleven months ago is a quote that has to be redone. Knowing there is no money available is itself useful information — it changes whether a project gets phased, financed or timed differently.

The official page is titled 'Closed: Canada Greener Homes Grant'. Pre-deadline requests are still being processed, but there is no like-for-like successor for market-rate homeowners. Any contractor page still listing this as available has not been updated in over a year.

Terms were $5,000–$40,000, interest-free, 10-year unsecured, with a post-retrofit EnerGuide evaluation required. Applicants already approved may continue; nobody new can apply.

Live nationally — but delivered only through participating provinces, and Alberta is not one of them.

$800M over five years for no-cost direct-install retrofits 'such as insulation and heat pumps' for low-to-median-income owners and tenants. Delivery is through British Columbia, Manitoba, Nova Scotia, Prince Edward Island and Quebec. Alberta is not listed.

Closed very recently — 31 July 2026 was the last day to apply.

Alberta was covered by this one: up to $10,000 upfront for income-qualified oil-heated homes. Applicants already in the pipeline have until 31 January 2027 to upload documents. Not an insulation programme as such, but the closure removes the last federally delivered residential retrofit money available in Alberta.

Live, and genuinely relevant — a partial refund of mortgage insurance premium, not a rebate on the work.

Up to a 25% refund of the CMHC mortgage loan insurance premium for energy-efficiency renovations on an existing home carrying a CMHC-insured mortgage. Minimum $20,000 of qualifying work. Eligible categories explicitly include insulation, windows, doors, roofing, attic upgrades, air sealing and foundation work.

Multigenerational Home Renovation Tax Credit

Refundable credit on up to $50,000 of qualifying expenditures: 14.5% to a maximum $7,250 for 2025, 14% to a maximum $7,000 for 2026. There is no general federal home renovation tax credit in 2026. The Multigenerational Home Renovation Tax Credit and the Home Accessibility Tax Credit are the only federal renovation credits, and neither is an insulation programme.

Energy Efficiency Alberta, created in 2017, funded insulation, window and appliance rebates. It was wound down in June 2020 and its duties were folded into government departments and Emissions Reduction Alberta. No provincial residential envelope rebate has replaced it.

Live in many Alberta municipalities — but NOT in Red Deer, and it is financing repaid on your property tax bill.

Up to 100% of project costs, repaid over as much as 25 years depending on the municipality, through the property tax bill. Insulation is explicitly eligible under the residential 'Doors, Windows & Insulation' category. Participating residential municipalities include Airdrie, Banff, Beaumont, Calgary, Canmore, Cold Lake, Devon, Drayton Valley, Edmonton, Grande Prairie, Jasper, Leduc, Lethbridge, Medicine Hat, Okotoks, Rocky Mountain House, Spruce Grove, St. Albert, Stettler, Strathcona County, Sturgeon County, Taber, Westlock and Wetaskiwin. Intake windows open and close as budgets fill.

City of Red Deer Smart Thermostat Rebate

Live for 2026 — $50, and it is the City's only residential energy incentive.

$50 for an ENERGY STAR smart thermostat, one per utility account, with purchase and application in the same calendar year and a deadline of 31 December 2026. There is no municipal insulation or envelope rebate, and no CEIP.

Several contractor blogs claim these exist in 2026. None is corroborated by an official utility page. Treat them as non-existent unless a customer can produce the official page — and if they can, that page is the authority, not us.

Section 04

The CEIP correction

And when it does apply, read it correctly. CEIP is financing repaid through the property tax bill — Calgary’s own page says “CEIP is not a rebate program. You must pay back all of the funding that you borrow.” It can be a good instrument. It is not free money, and a contractor presenting it as a rebate is misrepresenting it.

Alberta On-Farm Efficiency Program (OFEP)

Closed — reopening expected

Closed at the time of writing, with reopening 'not anticipated before September 2026' — and it is the best barn insulation programme in the province.

The feature nobody explains: insulation is funded PER SQUARE FOOT, not cost-shared 50/50 like the rest of the programme. Stream caps are $50,000 for Energy Efficiency, $50,000 Smart Farm Technology, $100,000 Efficient Grain Handling and $2,000 Farm Security, with a programme maximum of $150,000 per applicant for 2024–2028 and a $500 minimum application. Requires an active Alberta farm producing at least $25,000 a year in commodities PLUS a current Environmental Farm Plan certificate no more than ten years old. The EFP takes time — get it before the intake opens, not after.

Live — low-cost financing, not grants, and effectively out of reach for a small building.

Retrofits achieving at least a 30% greenhouse gas reduction, for public-sector plus privately owned commercial, industrial and multi-unit residential buildings. Direct CIB financing generally requires total investment above $25M; smaller projects route through aggregators or partner banks.

Claims found in the wild that are wrong

  • “ATCO / Enmax insulation rebates are available in 2026.” Contractor-blog claim only. No official utility page was found.
  • “Red Deer participates in CEIP.” Contradicted by the official ABmunis lists.
  • “The Canada Greener Homes Grant can cover your insulation.” Closed. So is the Loan, as of 1 October 2025.
  • “The Alberta Home Energy Plan.” No such Alberta programme was found. “Home Energy Plan” is an Ontario / Enbridge programme name.
  • The Alberta Ecotrust Home Upgrades Program is a real programme covering insulation and air sealing for low-income households — but its published materials describe operations “from 2023 to early 2025” and its current intake status could not be confirmed. It is deliberately not listed above as live. Check directly before relying on it.
